I have been by there 3 times in the last month and every time they were closed. Are they gone or just don't have any ladies?

I do not know if the ladies have moved on. But Kyoto closed by choice and when I talked to a girl from there last they said it was temporary. If they have a lease (probably do) I suspect they will reopen at some point, unless the owner can afford to let the place sit empty.
Rumor has it heat is not yet off in HoCo, and HC LE is looking to close more places. Intel says Kyoto was NOT forced to close and no one was arrested here.
